According to Census of India 2001, the definition of passs is as follows:

(i) all in all specified areas in a town or city notified as slum area by State, UT Administration or Local Government under any Act including a Slum Act.
(ii) All areas recognized as slum by State, UT Administration or Local Government, lodgement and Slum Boards, which may nonplus not been formally notified as slum under any act;
(iii) A load down area of at least 300 populations or roughly 60-70 households of poorly built congested tenements, in unhygienic purlieu usually with inadequate infrastructure and lacking in proper(ip) sanitation and drinking irrigate facility.
